Recognition of Prior Learning (RPL) is a platform to provide recognition to the informal learning or learning through work to get equal acceptance as the formal levels of education. It aims to appreciate prior learning irrespective of the medium of achieving it. In short, RPL is a process of assessment of an individual’s prior learning to give due importance to learning as an outcome rather than learning as a process.
Recognition of Prior Learning commonly known as RPL largely refers to an assessment process used to evaluate a person’s existing skill sets, knowledge and experience gained either by formal or informal learning.
Targets individuals with Prior experience, who have Acquired skills informally or on the job. These candidates have to get nominated by their relevant companies to be part of this upskilling program.
RPL is the quickest way to up-skill existing employees.
RPL will help in aligning the competencies of the un-recognized workers of the country with the standardized NSQF framework and provide the much needed recognition, enhancing the career/employability opportunities available to them.
The recognizable certification process of RPL will improve the visibility of the less aspirational/popular job roles amongst the youth of the country, as it will provide a sense of pride and social recognition.
To an extent possible, the RPL would focus on all job roles and special focus may be given to informal job roles depending on the sector by ensuring mobilization of the candidates across these job roles. Creation of more informal QP-NOSs under PMKVY will be encouraged to provide recognition to the informal/allied Job roles.
To identify the skill of an individual and appreciate the same under RPL in PMKVY.
This will help in sustaining the Indian growth story and reap the benefits of demographic dividend.
Location Identification & SPOC registration: NGO or any training center prescribed by a Training partner will identify the RPL camp location as per the requirement of Job role and provide center information to Project Management Unit (PMU) in prescribed format. Each center must have a Single Point of Contact (SPOC), who will be in charge of the management of the program at the center and must be available at the center throughout the delivery of training.
The Training Partner (TP) will identify and counsel candidates eligible for RPL through mobilization camps & advertisements, etc. The mobilized candidates can be counselled, oriented about the standardized NSQF framework, basis their existing competency and will be mapped against the suitable level of the concerned Job role for assessments.
NGO will identify the right candidates for the training as per job role with the following criteria:
Appraise them for the process of assessment – NGO Partner will appraise the candidates for the assessment and for appearing in the assessment.
Pre Screening of candidate: NGO must select the candidates through pre-screening test and keep the pre-screening test document in their record.
Registration and Enrollment: NGO Partner will send the candidates database. This must be accompanied by a High resolution Scan copy of Aadhaar Card and Clear Passport size Photo. Google drives has been set up and links have been shared with NGO partners already for this.
Upload all the candidates’ details under the Student database management system [SDMS] portal on the same day. It will be validated by National Skill Development Corporation [NSDC] for eligibility of candidates for the training. Once validation have been completes by NSDC, we create a batch under SDMS portal and NSDC will give a batch starting date.
Register the Centre SPOC & Trainer at the Skill Attendance Portal which is Aadhaar enabled and tracks live attendance of each farmer & trainer through biometric devices. 7 days’ gap will be between batch freezing dates and batch starting date.
Each batch of training must be mandatorily done by a Sector Skill Council certified trainer. This is an ongoing process. Before Launch of a batch, the certified trainer will be tagged to the batch in SDMS portal.
TPs will be required to provide total of 60 hours of training:
12 hours of orientation training to candidates covering the following aspects. This training will form as a part of pre-screening and bridge orientation of a candidate:
48 hours of domain training through a Bridge Course will be given in this project.
The detailed course curriculum, training delivery plan, course material & trainer kits will be provided before the start of training.
Classroom/Practical photo of every day and every batch: NGO Partner will keep all photographs of classroom training and practical training and submit after completion of every batch.
Each Trainee will be given a Bag, Notebook, Apron, and Cap & Training Material as per project guidelines.
Each Trainer will also be given a trainer kit with the detailed course curriculum, training delivery plan, trainer manual, flipcharts & biometric device for delivering the training during the induction training.
All such material will be dispatched by the PMU and make the requisite material available at the Center before commencement of training.
Attendance Tracking must be done on a daily basis in biometric devices. Daily photos of the theory class & practical class with the entire batch must be taken and saved on Google drive.
The assessment could include a theory and practical component with a 20:80 weightage respectively. This will be the prerogative of the SSC basis, the sector and participating QP.
Theory assessment will be a Multiple Choice Question paper delivered through a tablet and translated by the assessor through viva consisting of at least 20 questions.
Practical assessment will include the assesse actually demonstrating skills on the basis of the QP as required in the job role.
The guidelines for the assessor to conduct the assessments are:
A centralized Project Monitoring Unit (PMU) will be responsible for all of SDMS data upload, SSC liaison, Assessments & Certifications.
In addition, an Android Smartphone app based geo-tagged tracking system is put in place for daily monitoring. The KUS will be given a smartphone pre-loaded with an App from where he or she will submit a daily training status, with a photograph of the trainees in the training camp.
Certificate & RPL Badge distribution: NSDC will share the batch wise certificates to NGO Partner and NGO Partner will distribute the certificates to candidates and share the picture of certificate distribution
